From what it looks like, I would say it is a copy 
of the character size sheet given to the key 
animators and animators to help keep characters 
drawn in correct proportion. The original is 
done by the character designer or director 
usually and then it is copy and given to the 
general animators so that the drawing remains 
consistent throughout production. A little 
expensive in my opinion for a copy that may or 
may not have been used during production. Very 
hard to tell with them unless they are signed by 
the animator that was using it.
