The cel is from Nausicaa -- like Laputa it's a 
Ghibli/Miyazaki production.

The orange helmeted guy is an "extra" and doesn't 
have a name or anything (that I know of). The 
other kid (as shown in the cel auction) is much 
more important to the plot (and his name escapes 
me right now).

I don't know if I can tell you more than that 
without some more research.
