Have you looked at:

Taro
Nichibei
House of Anime

They all have at least 2 close to your price range
or under.  Nichibei has a great backgrounded but 
it's around $200.  Keep an eye out I've seen cels 
from the bridge sequence around and they weren't 
too expensive either.
