No more unusual than having a cel from a non
standard size or with un-painted area or with
the holes at the bottom or in high (with the
holes on the side)...

It's not common but it's not especial
uncommon either...

Hell, I just noticed that the first cel on a
bunch that I have to sort (a Trigun cel) is
painted up to the registration hole and even
a little around them... So what was the chance ?

I don't mean that you go and use a software to
make the lines look thickers (any editing program
can do that). I mean that when you do a scan,
the picture is interpreted by both the hardware
of the scaner and the software of the scanner's
driver as well as the software used for making
the scan.

Sure, the choice of the algorithm used to
quantify the picture can make the lines look
thicker, thiner, smoother and whatever else.
It's depend of what method was choosen when
programing the software.
A small example : Here is 2 ways of drawing
a line in ASCII art. The second one will look
smoother and thicker :
 
 Line 1    Line 2
    X       .X 
   X       .X
  X       .X

The software used to interpret the data from
the scanner do the same thing. On a differant
scale. And with more possibilities.
