That's exactly correct - the only thing that's 
changed in the 1.5 years I've been using it is 
the fee for reserves. If there is a reserve they 
charge 1.00 extra - but it gets refunded if the 
item hits reserve.  They have, however, always 
based the insertion fees based on what the 
reserve price is, not the starting bid.
