I have a friend who recently acquired a cel, but 
is unable to identify what anime it's from.

The description of the cel is as follows:

Shows a small boy wearing a rather goofy looking 
uniform.

Boy has blue eyes and... Red pupils?

Boy's costume has V on forehead and V placed on 
the uniform. Uniform is not colored.

Origin from 70s or 80s?

Has japanese symbols written to the side. Best I 
can translate each character as "ze" "no" and "hu"

Anyone know what anime this cel could possibly be 
from?
