Go to your local art supplies store, check if they
have the cel paint for sale.  Cel paint is
a type of acrylic paint, the technical term is
actually vinyl acrylic copolymer.  The largest 
brand is made by Cartoon Colour.  To fix the 
lines, the best color is of course, black.
