Hmm...this one is tough.  Would be easier if 
there were more "parts" showing.  Nice eye though.

I'm going to say last TV episodes or OAV.  There 
looks to be a slight blue green tint to the hair, 
which makes me think TV, but it's not green 
enough to convince me, if I had to choose I'd say 
oav, also because the shading directly below the 
eye is not just lines, like there usually is in 
the tv series, and the detail jinx and ryouko 
mentioned. 
Feel free to compare it to my last episode tama-
on my website, last FY cel in the fushigi yuugi 
cels section.  They look a lot alike.
