Thats from Tenchi OVA Episode 8? 
I'm pretty certain that someone posted a cel from 
that scene (Ryochan or Washurocks?) within the 
last 7 days. Have a look in the archives over the 
past week. Either way - I do not think either 
would part with it.

Nice Washu cels like that one do not hang around 
the shops very long. There is a nice one from 
Episode 13 on Anime-Taro for around $280.00 from 
their most recent update (when I got my first 
Washu cel - hurrah!). Would have considered it  
as well had my financial wherewithal been any 
better.
