I noticed some personal webpages charge 
state sales tax.  Aren't you only allowed to 
charge sales tax if you own a business 
license?  And it should only apply if you live in 
the same state as the seller?  And if They 
overstate and over charge for tax then that's 
illegal too, isn't it ?
