Since you have already looked at the sites about 
the anime shops in Tokyo, so you should know about 
the stores like Anime World Star, Commit, and 
Mandarake...etc.  

Seriously, it's quite hard to find high quality 
cels from these anime stores.  Most cels that 
these stores carrying are the typical cels that 
you often see on EBay, like those ones from AIC 
(Tenchi, El Hazard, Battle Athletes) or many 
unknown anime series that you never heard of.  
Anyhow, they still carry some decent cels that 
you're looking for, but it won't be the best of 
the best ones.  The AAA quality cels are usually 
bought from the cel dealers already since they 
have the special connections.
