I've got a cel with paint that's chipped off and 
I don't have some of the flakes. Is it alright to 
repaint that section of the cel myself? Like, as 
in what type of paint is alright to use without 
damaging the cel/areas of paint by the missing 
areas? 

I'd just go and drop some acrylic paint on there, 
but I recall reading somewhere about special 
paints used on cels and if you mix two different 
types of paints, they might react and screw up 
the cel.
