How many anime production cels have staple holes 
in them? 

I'm not sure how the filming process works. I 
know that the last cel filmed with the background 
is usually stapled to the background, but what 
about the earlier ones? Are the in-between cels 
simply placed on top of the background and 
matched up with the pencil cel hole marks drawn 
on the background?

Why is the last cel stapled to the background?
