No, not necessarilly.  If customers/bidders are
unhappy with the practice of separating the cel
and sketch, all they have to do it NOT BID.  The
seller will probably get the idea after relisting
once or twice.  There is another seller on eBay
(zuca) who I will not buy from because he/she
separates cel/douga/genga (and probably background
if it was present!) to auction separately.  I 
have seen in the past that the cel sold... 
leaving the seller with douga/genga and no
interested parties.

I am not trying to sound high and mighty about
my "cel morals"... I simply don't believe the
cel and sketch should be separated.  They are
matching pieces, animation history that refects
in each piece.  I personally just won't support
sellers who separate them just to make an
extra buck...
