You can also try Travelers Checks.  When I went 
to Japan I cashed American Express Travelers 
Checks at the post office for the USD to Yen 
Rate, which is posted.  I just had to show my 
passport and thats all.  I stayed with friends, 
so I didn't have a hotel to do the exchange at.  

You have to figure out the rate yourself tho, so 
usually give a buffer between high and low 
amounts.  I would personally never allow a rate 
of under 100 Yen for USD, so see what you can get 
away with :)
