I checked it against my tape of the SailorStars 
series.  The scene comes from the standoff between 
Saturn and Nehelenia in ep 172.

There are several abnormalities between the 
highlights in her eyes and her silence glaive and 
the cel used in the actual anime.  They're close, 
but they're not the same.  Also, the strands of 
her bangs that hang down over her tiara are much 
wider in the cel on eBay than they were in the 
actual scene.

It's a pretty good fancel, but it's not worth 200 
dollars.
