You could try phoning the Main Post office for
suggestions.
I had a bizzare experience once where my cel was
stuck in customs in New York City.
At the time I lived on a street in a City in
California called New York Ave. The cel was sent
to New York and not California. Customs tried to
contact me and left a phone number but no area
code. Took me days with the help of EMS or Post
Office forget who helped to figure out the phone
call came from New York City and not local.
I guess the cel got stuck because they could not
deliver it to the address in New York or whatever.
Anyways it got straightened out before it was
shipped back to Japan.
