Has this happened to anyone?

In the past few days, whenever I open the cels 
forum page, it gets blurred and tiled whenever I 
scroll down.  Exiting the browser doesn't help.  
This also happened on my boyfriend's computer.  
We are both using IE 5.5, and optical mice with 
scroll wheels.  I feel compelled to mention that 
because it never happened to me before I got this 
mouse.

SERVICES is showing up about five times in a
