Yes, his name is Hikou. :) He's one of the four 
kings working for Tenkou, the main villain from 
FY OAV II. He's also Chichiri's best friend, that 
died so many years ago. Hikou uses water as his 
main weapon when he fights against Chichiri, 
Tasuki and Taka. Hope this helps!
