From my experience...yes.
I still always assume, though. -.-;;  I feel 
strange asking about the condition of a cel if it 
isn't specified, and I know that some people have 
a different idea of what's "damaged" and what's 
not.  I'm pretty picky.
I was most disappointed when I got a cel that had 
no mention of damage on in the description, but 
in actuallity had entire chunks of line *missing* 
not just faded.  That was a bit of a bummer..  It 
wasn't expensive (probably priced with that in 
mind) but it was more than I would've paid had I 
known it was damaged.  It was a cel I was looking 
forward to getting, too.  
As for other instances of being a bit 
disappointed... I find that if I get myself too 
worked up over a cel, it often is a bit of a let-
down when I finally get it..  But then I hang on 
to it for a while, and get completely attached. 
^_^;;  Even things I buy on a whim, or to justify 
the high shipping costs, I find myself so 
attached to I could never part with them..
And so I go along with the "give it some time" 
advice, mentioned earlier..
