AFAIK neither show has been licensed for 
English-language release, but I bet it's a matter 
of time.  The reason you can't find Shugogetten 
cels is that there aren't any; the series is 
all-CG.  Toei did do some collector repro cels, 
which I remember House of Anime had, but that's it  
for cels.
