As someone who's dealt with this seller before 
(though I most certainly would *not* buy from 
them again), I can say that persistence counts.  
I finally got my cel after a series of emails 
explaining that my address was changing due to a 
move (true story--I was leaving college for the 
summer) and that I really needed the cel to 
arrive before I moved.  It still took awhile to 
arrive, though it did squeak in before I left.  I 
guess I don't have anything very helpful to say 
except hang in there and keep bugging them.  Good
