I don't know how to help this but I do know how 
to prevent it from happening.  I always put cel 
quality transparency film between my cels and 
their backgrounds when I frame them.  I have a 
few that I have framed years ago and this seems 
to work.  Sorry i had no suggestions for your 
current problem.
