That is truly a beautiful cel.  The quality
of Alita cels, from small images to gorgeous
portraits like yours shall never cease to amaze
me.  So much detail...bigger studios such
as Disney can't compare to the old style
line detail of some shows such as Alita and
Lodoss Wars.
