Well, you can use Frontpage or Dreamweaver to do 
the HTML coding stuff.  For the graphics, you 
need some graphic software like Photoshop or 
PaintShop Pro to edit your pictures, like 
shrinking down the cel images.

It will be best to ask your local friends to help 
you out, so they can show you how to use these 
softwares in person.
