as for cels...

if you can even find a cel of Van w/ wings from the TV series 
it'd probably run 400 to 1k and above.  But winged Van cels from 
the movie are a bit easier to come by, and not too expensive either. 
Keep checking e-Bay and the cel shops. 

I've been collecting Van for about 3 years now and have only seen 
a few of him w/ wings from TV.   So good luck!
