For most scenes, there isn't the same number
of the various layers. In the case of your
Tokya cel, it's quite possible that there was
only one layer with the fence and 5, 10 or even
more for the character(s).

That mean that those "missing" layers are probably
already with some other cels of the scene.
But good luck anyway to try to find them...
