Hi all!

If the SKETCH of a cel is labeled for example A-5 
with a circle around A-5, does that mean that the 
sketch was drawn by a key animator?

And if so, does that mean the CEL is also a key 
cel, even if the A-5 on the cel itself isn't 
circled?
