It's not always the fastest (located in UK & 
running on what they term as their "experimental" 
servers), but www.f2s.com has free hosting... 
with no banners, no bandwidth restrictions, about 
1gb of space, support for php, cgi, ssi.  

Although you get absolutely no support, I haven't 
found anywhere that beats their offerings (other 
than running my own webserver, but that's a 
headache in and of itself).
