Yes, yes, sadly this is true.
I work as a PC gaming artist in Austin, which is 
essentially L.A. south.  A lot of Cali businesses 
and developers moved here to start up.  But, the 
recent fallout of the dot coms has prooven to be 
almost lethal to the economy here.  All the big 
boys around town have dissapeared.  Origin System
(known for Ultima Online), Iguana Studios (owned 
by Nintendo, did Turok), and Digital Anvil (Wing 
Commander movie) have all since been taken over, 
or are struggling to survive. Dell's hq is also 
here, and they've suffered big time. I work for 
Glasseye Ent, which does those aweful casino 
games everyone keeps complaining about being 
advertised here :).  It's not the best job, for 
many reasons, but it does pay well enough to buy 
cels, and pay bills, and gain experience.  I have 
learned to be thankful that I just have work as 
an artist.  Getting into the gaming business is a 
bit rough, it's a catch 22..they want experienced 
people, so if you dont have experience, no one 
will hire you.  It took me about 4 months to get 
employment when I graduated the Art Institute of 
Houston.  You might look for some graphic design 
posisitons.  It's not anime, or games, but it 
pays well!  Also, dont be fooled.  According to 
the recent readout, the gaming business is doing 
well.  Game sales are up from this time last 
year.  So, alot of ex Origin employees and stuff 
are starting shops here in Austin.  And, there 
are always going to be a need for graphic 
designers.  Good luck though in finding work!
