Eek... Well, it sounds like they don't live too 
far from you. If they live in the same state, I'd 
suggest calling the police and giving them a 
statement as well as a copy of all the evidence 
(ie. emails, copies of your payment, witness 
statements). That way, if you're ever forced to 
go to court, you have something on record to give 
to the judge.

If they don't live in the same state, perhaps 
going to your bank and explaining what happened. 
If you paid thru Paypal, contact them as well. If 
it was a money order, perhaps asking the local 
post office what you can do to charge them with 
mail fraud.

Let's hope you either get your cel or your money.
