that's not unusual, from what i've seen.  the 
scene can change a LOT from genga to cel.  i've a 
Gawl cel like that -- on the genga a background 
element was much different from what made it on 
the finished background ^_~.

and for the record, i don't remember another 
character in that shot either.  wouldn't have done 
for them to cover up the lovely Treize-sama with 
some doofy Federation guy, now would it?
