The images are from two different cels. They are 
similar, very close (if not next to each other) 
in sequence, but they are 2 separate cels. 

To see proof of this, just superimpose one image 
over the other. Once the horizonal lines, and at 
least one of the faces are matched up (I used the 
one at the bottom) you can see that the rest of 
the picture does not match...because these other 
elements have 'moved' between the cels. If it 
were the same cel, the entire picture would match 
perfectly.
