Sorry that I don't have any formal information.  
I'm just another anime and cel fan planning on 
attending Otakon.  I'd love to have a cel 
meeting. That would be totally awesome. But, 
being somewhat of a newbie, I don't know what 
usually goes on during cel meetings.  While I 
know that I couldn't organize one, I'd love to 
see it happen.
