How did the seller ship the cel?  Express 
shipping or airmail?   Express mail is 
automatically insured for 500.00, with 
additional insurance optional and extra fee.  
Airmail insurance needs to be purchased 
separately.

With airmail, there's no tracking numbers 
unfortunately... so I'm not really sure what to 
suggest if this is how it was mailed. :/

EMS is much easier, because it needs to be 
signed for.. it can be tracked.  

But you are correct, it will have to be the 
seller who files for the insurance - and you 
need to make sure he has the money sent to you 
directly, and not to him. :P
