Well the problem is they are a bit lacking on 
their customer service.  They can ban certain IP 
addresses and in some cases i think that would 
keep certain ppl from signing up again.  They 
have it done it before apparently.  It is a sad 
truth but i think it more effective to report her 
to the police than ebay and paypal.
