I don't know about the seller... I do not think 
it is the same person though; the ID does not 
look familiar.

The high bidder is someone who has taken it upon 
themselves to, in their opinion, protect the DBZ 
Cel community buy winning the cels and not 
paying, preventing someone with less knowledge 
from ending up with the cel.

I would not bid on these either.
