I am not sure if these people are saying the cels 
belong to them or just using your cel images as a 
display. 

If they are using you images for display only, 
look at it this way, they are advertising your 
cels for you, and they must think your cels are 
good enough to decorate their site. So, it's not 
too bad of a thing. I say you just let it go, 
because unless you said "These images are 
copyrighted on your site," there isn't much you 
can do about it. Plus, it's a pain to go thru all 
the trouble getting them to take the images off. 
From the way they sound, they won't do it unless 
it's against the law, and forced to do so. 

But if they are saying that the cels belong to 
them, not you, then raise HELL!!! I personally 
can't stand this kind of crap. People taking 
credit for what you have, especially things that 
you love and paid a lot of money for.

I hope you are not think about sending your cels 
to the webhost to prove they are yours. I will 
never even let someone who don't know anything 
about cels touch my cels. They might use it to 
put under their coffee cups. Just take a picture 
with the cel and make a copy of your drivers 
license, and send them that. Let see the goten 
guy top that!!
