From the size I imagine its an extreme close up.  
You know, one of the little cel people really 
zoomed in on and so the scan has the detail and 
looks to be the size of a pan cel.  I don't think 
its possible for anyone to get a lot of detail in 
on those little figures, because  a) they're 
already working in minutae and b) too much detail 
will make the figure blurry when it's scanned in, 
especially if there's subtle movement.
