Hi all!

I have a mystery man on my hands.  He's from 
Midnight Panther, an anime I really don't need to 
see just for the ID, so until I know better I 
just call him "Spiff".  I'd really like to know 
his name though... and any help would be greatly 
appreicated!  ^_^
