Hey Bao-Chan, 

How are you?  I know that feeling you get, 
when you're just checking out the internet and 
you're looking through all of these beautiful cel 
galleries and then you come up on this cel 
that you didn't expect to see (because it's an 
awesome scene that you were wanting but 
didn't know you would come into contact with 
it).  hehe.  I did the same thing about a month 
ago.  I wanted to get a cel for my boyfriend's 
birthday and I found his dreamcel on a fellow's 
cel gallery who turned out to be fairly local.  
Well, the cels weren't for sale but he did say 
that he would accept offers.  Well I find that you 
have to take the attitude of "I've got nothing to 
lose."If you think about it, you don't....if you 
make an offer and the owner accepts, then 
you get the cel....if the owner doesn't accept, 
then no money is lost.  I'm sure that can be 
viewed differently though, hehe.  Nevertheless, 
I explained to the owner my scenario and my 
offer.  It took him a while to think it over 
because he really didn't want to just let go of 
the cel but he decide to sell it to me:)  The 
reason he sold it is was because he 
understood that my boyfriend would give it a 
good home and he knew what it was like to 
really want a cel like that.  Well, that turned out 
to be a happy ending and all but, you also 
have to consider that this seller was one 
person.  Every person is different and another 
seller may view things differently.  I don't 
believe the cel that I was wanting in particular 
was the owner's dreamcel (it just happened to 
be my boyfriend's).  But it has been my 
experience that a great deal of seller's do 
know where you're coming from when you 
want a cel badly.  That's why most will at least 
consider selling the cel and sometimes will 
but, if they don't....they'll generally let you know 
politely that they don't want to let it go yet.  And 
it's never anything personal.  So when I make 
offers, I just tell them exactly why I want the cel 
and how much I can possibly afford.  For the 
last couple of times, this method has worked 
quite well (i guess honestly still is the best 
policy ^.~)  I don't know if I've helped you but I 
certainly do hope that you get the cel that you 
want!  Keep us all posted hehe!
