I think the wavey-ness you are referring to is
from the gasses releasing from the paint and
acetate over time. I don't think that it's
particularly harmful, but it is a good idea
to "air out" your cels every 6 months (or so) to
let out any trapped gas.
I have been using mylar D bags for over a year
and I haven't experienced any wavey-ness,
although it could be too early to tell. ^_^;
