Its also been a few years now since Eva has aired 
on TV. Some collectors collect in "fads". They  
may have become tired of the cel and decided its 
time to move on.....

Its like the older cels from other animes from 
the 80's. Some of them are pretty cheap despite 
the anime's being classics. Tastes and fashion 
change.
