Some are in an okay ballpark, but some are 
insanity, as in: "that would only be paid by the 
most desperate of fans or greenest of newbies". I 
guess it depends on what you're looking at on the 
site.

As to $40 for EMS shipping. . . I have paid near 
that before, HOWEVER. . . Here is what a deputy 
was able to ship to me for $40:

7 doujinshi
1 wrist watch (with store box)
2 tea cups (ceramic - with decorative box)
2 rice bowls (ceramic - with decorative box)
8 cels - three of those with backgrounds
5 manga books
1 poster (folded)

If someone is trying to charge $40 for EMS 
shipping for a single cel, tell them to recheck 
the cost of shipping - because EMS for up to 
about 2 or 3 cels should be about 1200-1500*yen*, 
meaning it's less even than 15USD.
