Thankfully, I live like, 5 miles from Cartoon 
Color.  So far the only reseller I know of that 
actively stocks cel-vinyl paints from Cartoon 
Color is Utrecht.  Utrecht is a nation-wide art 
supply store, so either look them up in your 
phone book, or look at their websites to get the 
next nearest location :)
