Seems strange to me, but in reality feedback is 
worthless.  Since almost anything is allowed with 
the exception of a few things.  So I've had 
people place retalitory feedback with is untrue 
and ebay will not do anything about it.  If you 
want to get it changed you have to pay a service 
to get it fixed.  So in under their guidelines, 
if I wanted to I could just start leaving 
negative feedback with positive comments and that 
would be perfectly acceptable.  I really hate 
ebay.
