Can't help you on the ID, though I may flip 
through the manga a bit more (and the artbook, 
when it gets here this week), and see if I can 
ferret out who this cutie is.

Wish I knew how to find more cels (or a subbed 
copy of the OVA). I just happened to stumble 
across the two incoming ones I have 
(http://www.angrygamer.org/~titania/tatsu.html) 
while browsing YJ. Looking up the title last year 
was my first real experience with my 10 pound 
kanji dictionary, and it took an hour ... which 
means the kanji for Yakumo Tatsu is permanently 
ingrained in my brain. ^_^
