It is the character Gates. It's an OVA cel from 
when you see him fight Keith. (Mind you, I'm 
saying this without checking my tapes - but Gates 
doesn't have many appearances in the OVA, so it's 
tough to be wrong when IDing a scene of his. ^_^)
