Potential spoilers!

It's from the full-length movie. Hiei is beyond 
furious with Raiko for hurting Yukina. He lets it 
be known (after tripping Kuwabara) that he's going 
to be the one to kill him, and begins opening his 
Jagan. The odd colouration is caused by the 
beginning of a flash of white light that fills the 
screen right after this.

*sigh*  What a cel.
