:) It's not a type of cel, but in Fushigi Yuugi, 
they had a comedy or omake ("out-takes") I guess 
you can call them in the episodes and they called 
that short small series after the ova's "omake".

It was a name for the short out-takes animation 
after every end of the ova episodes.
